President – Cynthia T. Weinmann, MS, CF APMP
With over 30 years in operations and development, Cindy uses her expertise in in public sector healthcare to help Strategy Horizon clients make informed bidding decisions and create compelling proposals.
Professional Experience
Cindy began her career in data management and information systems in the Medicare Medicare Quality Improvement Organization (QIO) program. She worked on multiple national projects to improve healthcare measures and reporting. In 1999, Cindy received a federal leadership award for chairing a national QIO group on information system design.
The Maryland/District of Columbia QIO selected Cindy as its first Vice President of Business Development in 1998. She then helped the organization grow to national status in external quality review and utilization management. Joining APS Healthcare as a Vice President of Business Development in 2005, she led successful proposals that covered all business lines. Over the next 10 years, she acted as the lead for opportunities resulting in over $850 million in multi-year awards.
At Strategy Horizon
She returned to Strategy Horizon Consulting in 2015 and focuses on growth and retention. From building capacity in business development teams to opportunity planning and management, she helps clients design strategies and grow their companies. She also writes and edits proposal, and coaches teams for oral presentations. In this role, she continues to create growth opportunities in public sector healthcare, utilization management, behavioral health, and social service programs.
Background and Education
A native of Maryland’s Eastern Shore, Cindy has a Bachelor’s Degree in Philosophy from Washington College in Chestertown. She received a Master’s in Public Administration from Wilmington University where she received the William Campbell Ponsell Award for professional and academic achievement. Now a proud resident of the Bluegrass State, she serves on the Board of the Kentucky Council of Churches as Chair of its Business Development Committee. In 2017, Cindy was selected for the Board of the Association of Proposal Management Professionals (APMP) and has foundation certification from APMP.
